This is a conversation I had with my father a decade ago…

3M: I was reading the Qissa-e-Sanjan… the saga of the Parsi Community… how they came to India!

Baba: Hmm

3M: How they were being driven out of Persia during the Islamic conquests

Baba: Hmm

3M: They realised that the safest place where there would be no religious persecution is India… So they sailed in 7 ships – 18000 in number… finally landing in Sanjan – the southernmost tip of current day Gujarat

Baba: Hmm

3M: On arrival they sent an emissary to the local king Jadi Rana… who sent them a cup filled with milk to the brim indicating that there was no place for outsiders in his kingdom

Baba: Hmm

3M: The Parsi elders sent back the cup after adding some sugar to it… indicating that they will similarly mix among the local populace!

Baba: Hmm

3M: The Rana was delighted. But he allowed them to settle only after they agreed to his conditions

·         Won’t convert the locals

·         Won’t eat Beef

·         The women folk will wear the local dress - Sari

·         Draw a rangoli outside their house

·         Won’t carry Weapons

·         Marriages will happen after sundown

Baba: Hmm

3M: And above all they will speak the local language – GUJARATI!

Baba: So what are you indicating?

3M: Sanjan is less than 5 kms from the border of current day Maharashtra… Had they landed slightly southwards they would have ended up speaking Marathi instead of Gujarati. ;-)

Baba: No way my son! How many non-Marathi people in Mumbai can speak Marathi well?? Marathi Manoos rushes to speak in their tongue to make them comfortable... Had Parsis landed southwards, the local Marathi ruler would have accepted Persian as the new language!

Watched the trailer of Balkadu... and it certainly does not look like movie "based on the life of Balasaheb Thackeray" as was being touted... but more on the "asmita" instilled in Marathi Manoos by him. Let's hope it is not just a rabble rouser but in the league of "Mee Shivajiraje Bhosale Boltoy" that helped 3Ms to introspect why have they reached this situation!

3Mpedia for the uninitiated: 'Balkadu' is a traditional ayurvedic medicine given to toddlers to improve their digestion. It is also an metaphor in Marathi for values instilled in your formative years. Here it is an intended pun as "Bal" also refers to Balasaheb!

मुंबई तोडण्याचा पुन्हा एकदा डाव?

गेल्या १३ जुलैला सायंकाळी मुंबईत तीन साखळी स्फोट झाले आणि या महानगराच्या सुरक्षिततेचा प्रश्न पुन्हा ऐरणीवर आला. मुंबईचा कारभार चालविणे म्हणजे महाराष्ट्र सरकारची कुवत व इच्छाशक्ती यांच्या पलीकडचे आहे, असे प्रतिपादन काही इंग्रजी वृत्तपत्रांनी केले आणि आता या महानगराचे वेगळे राज्य झाले पाहिजे, असा आग्रह त्यांनी धरला आहे. मराठी संघटना व पुढारी यांनी या म्हणण्याचा जराही प्रतिकार केला नाही. हे कालांतराने मोठे घातक ठरू शकते. कारण स्वतंत्र मुंबईची सोडलेली पुडी भविष्यात मोठा आकार धारण करू शकते आणि ते मराठी माणसाच्याच मुळावर येईल.

भारतात १९५६ मध्ये राज्यपुनर्रचना झाली. त्यापूर्वी मुंबईचे भवितव्य काय, हे महानगर मराठी राज्यात समाविष्ट करावे की त्याचे वेगळे राज्य करावे, असा वाद होता. त्या वेळी मुंबईत व्यापारउद्योग अमराठी लोकांच्या ताब्यात होता. मुंबईचा कारभार चालविणे मराठी लोकांच्या कुवतीबाहेरचे आहे, असे त्यांचे ठाम म्हणणे होते. साहजिकच मराठी राज्यात मुंबईचा समावेश करण्याला त्यांचा सक्त विरोध होता. यामुळे राज्यपुनर्रचना आयोगाने सर्व गुजराती प्रदेश आणि विदर्भ वगळता सर्व मराठी प्रदेश यांचे या महानगरासह नवे मुंबई राज्य सुचविले.

अन्य सर्व बिगर हिंदीभाषिक प्रदेशांची वेगळी राज्ये झाली, पण मराठी व गुजराती भाषिकांना तो न्याय मिळाला नाही. म्हणून १९५५ मध्ये संयुक्त महाराष्ट्र व महागुजरातसाठी आंदोलने सुरू झाली. मग अनेक पर्यायांचा विचार झाला. त्यानंतर तत्कालीन पंतप्रधान जवाहरलाल नेहरू यांनी विदर्भाच्या काँग्रेस नेत्यांवर आपले वजन टाकून, द्वैभाषिक मुंबई राज्यात समाविष्ट होण्यास त्यांना राजी केले. अशा प्रकारे १ नोव्हेंबर १९५६ रोजी महाद्विभाषिक मुंबई राज्य अस्तित्वात आले. तथापि, संयुक्त महाराष्ट्र व महागुजरात ही आंदोलने चालू राहिली. थोडय़ाच महिन्यांनंतर देशात दुसरी सार्वत्रिक निवडणूक झाली आणि त्या वेळी या नव्या राज्यात काँग्रेसची ताकद बरीच कमी झाल्याचे दिसून आले. तोपर्यंत संयुक्त महाराष्ट्राच्या आंदोलनावेळी पोलिसांनी केलेल्या गोळीबारांमध्ये १०५ जणांना हौतात्म्य पत्करावे लागले. या आंदोलनाचा जोर ओसरत नाही हे लक्षात आल्यावर या महाद्विभाषिकांचे विभाजन करण्याचा १९५९ च्या अखेरीस केंद्र सरकारने निर्णय घेतला आणि १ मे १९६० रोजी महाराष्ट्र व गुजरात ही राज्ये प्रत्यक्षात आली.राज्यपुनर्रचनेपूर्वी मुंबईत मराठी व अमराठी साधारणपणे समसमान होते. आता अमराठींचे प्रमाण फारच जास्त झाले आहे. भारतातील अब्जाधीशांपैकी बहुतेक मुंबईतील अमराठींपैकी आहेत. ही मंडळी या महानगरातील मराठी लोकांना आर्थिकदृष्टय़ा दुय्यम दर्जाचे नागरिक समजतात. प्रत्यक्षात हे अमराठी लोक महाराष्ट्रात राजकीयदृष्टय़ा दुय्यम दर्जाचे नागरिक आहेत. देशातील अतिबडय़ा धनवंतांपैकी बहुतेक हे लोक राजकीयदृष्टय़ा दुय्यम दर्जाचे नागरिक हे स्थान किती काळ सहन करतील? मुंबईचे वेगळे राज्य करण्याच्या मागणीमागे हे मूळ आहे.

राज्यपुनर्रचनेपूर्वीची मुंबई व आताची यामध्ये भौगोलिकदृष्टय़ा मोठा फरक झाला आहे. पूर्वी मुंबई म्हणजे या महापालिकेच्या कक्षेत येणारा भूभाग होता. आता मुंबई महानगर प्रदेश म्हणजे मुंबई असे समीकरण झाले आहे. त्याचे वेगळे राज्य झाले तर ते भारतातील २९ वे होईल. लोकवस्तीने सध्याची १२ राज्ये त्याहून लहान राहतील. या नव्या मुंबई राज्याची राजभाषा मराठी न राहता ती हिंदी होईल. मराठीला दुय्यम भाषा असाही दर्जा मिळेल, अशी खात्री देता येत नाही. देशात ते ११ वे हिंदी राज्य ठरेल. उर्वरित महाराष्ट्राची राजधानी मुंबईहून हलवावी लागेल. ती नागपूरला नेली नाही तर विदर्भ वेगळा होईल, हे वेगळे सांगायला नको.

महाराष्ट्राची राजधानी मुंबईच्या बाहेर गेली की राज्य सरकारचे हजारो कर्मचारी व त्यांचे कुटुंबीय यांना हे महानगर सोडून नव्या ठिकाणी जावे लागेल. या सरकारच्या महामंडळांची म्हणजे वीज मंडळ, एसटी आदींची मुख्य कार्यालये मुंबईत आहेत, त्यांचे स्थलांतर होईल. अशा प्रकारे येथील मराठी लोकांची संख्या मोठय़ा प्रमाणावर कमी होईल. मुंबईसह या महानगर प्रदेशातील सात महापालिका, नगरपालिका आदींची कामकाजाची भाषा मराठीऐवजी हिंदी केली जाईल. १४ वर्षांपूर्वी बॉम्बे हे इंग्रजी व बम्बई हे हिंदी नाव बदलून त्या भाषांमध्ये मुंबई करण्यात आले. नव्या मुंबई राज्यात सर्व भाषांमध्ये ते बम्बई करण्यात येईल. कोणत्याही क्षेत्रात नवी नोकरी देताना मराठी माणसाला कटाक्षाने डावलले जाईल. स्थानिक लोकाधिकार पूर्णपणे संपुष्टात येईल. नव्या मुंबई राज्यात महाराष्ट्रातून नव्याने येणाऱ्यांना डोमिसाईलची अट पुरी करणे कठीण होईल. पोस्ट खात्यात नोकरीसाठी मराठीची पूर्वअट या नव्या राज्यात राहणार नाही. सर्व ठिकाणच्या मराठी पाटय़ा रद्द करून त्या हिंदीमध्ये करण्यात येतील.

मुंबई महानगर प्रदेशाचे वेगळे राज्य स्थापन झाले तर येथील मराठी माणूस राजकीयदृष्टय़ा दुय्यम दर्जाचा नागरिक बनेल, तो अधिकृतपणे भाषिक अल्पसंख्य बनेल. महाराष्ट्र, मुंबई व मराठी माणूस यांच्यावर नजीकच्या भविष्यकाळात येऊ घातलेले हे संकट असून, ती कपोलकल्पित भीती नव्हे. तिला समर्थपणे तोंड देऊन ती यशस्वीपणे परतवून लावण्यासाठी मराठी लोकांची राजकीय एकजूट व्हायला हवी. यासाठी राष्ट्रीय पातळीवर मान्यता असलेले राजकीय पक्ष काही करणार नाहीत. राज्यस्तरावरील पक्षांनीच हा विषय हाती घ्यावयास हवा. यासाठी प्रथम मुंबई महानगर प्रदेशात येणारे लोंढे रोखावयास हवेत. मुंबईत येणारे लोंढे थांबले, अशा आशयाच्या बातम्या नुकत्याच प्रसिद्ध झाल्या. खरे म्हणजे ते लोंढे मुंबईबाहेरच्या महानगर प्रदेशाकडे वळलेले आहेत. राज्यघटनेच्या १९व्या कलमानुसार भारताच्या कोणाही नागरिकाला या देशात कोठेही स्थायिक होण्याचा अधिकार असला तरी त्यावर वाजवी र्निबध घालण्याचा राज्य सरकारला अधिकार आहे, असे त्याच कलमाच्या पाचव्या परिच्छेदात म्हटले आहे. तसे अशासकीय विधेयक महाराष्ट्र विधिमंडळात आणून या प्रश्नावर मराठी लोकांनीच आक्रमक भूमिका का घेऊ नये?

3M would like to ask him a few questions:

• Is he aware that there are more Marathi speaking people in this world than those who speak French or Italian?
• Why does he not get angry when announcements are made in Tamil when he lands in Chennai?
• Why should 3M not sue Jet Airways for not serving Non veg food on flights to Gujarat?
• Has MNS said that ‘only Marathi’ should be used? In that case 3M will join the protest!

In the past this blog has highlighted that Times of India tends to give a cold shoulder to “Marathi News”. As expected these guys whitewashed the Maharashtra Golden Jubilee celebrations from the first page. Not only in Mumbai Edition but also in Pune and Nagpur.

The Ghaatis strike back!

When 3M was a child, the troika of theatres in Fort (Regal, Sterling & Eros) was the last bastion of English films in the City. Then sometime in the mid 90s with the advent of Amir Khan’s Rangeela, Eros opened its door to Indian Films (Read Hindi). Now after 73 years of its existence, they have finally opened their doors to Marathi Films… with Natrang!

3M can see the guardians of SoBo culture squirming in their seats!

Non-breaking news!

Sulochana, the leading Marathi actress of yesteryears will be soon awarded the highest civilian award in the state – Maharashtra Bhushan. She has acted in over 250 Marathi and Hindi movies over the last 6 decades. Her role as Jijabai in ‘Maratha Tituka Melavava’ was so convincing that it became a benchmark for all the other ‘Jijabais’ in the years to come!

Almost all the Marathi newspapers carried this news on the front page today… but the English dailies (except DNA) gave it a total miss. That just reinforces 3M’s theory (1, 2, 3) that English Newspapers in Mumbai believe ‘Marathi News’ is not good enough to be associated with! Surprisingly, Times of India’s editions in Bengaluru, Ahmedabad, Chennai, Kolkata and Hyderabad are more than happy to carry news about ‘native culture’ of their respective states… OK let’s accept that Mumbai is the ‘only truly cosmopolitan city in India’… but even their Pune edition gives this news a miss… Amen!

...Depending upon which side of the 'divide' you are... this conversation will sound either 'repulsive', 'inspiring', 'non-sense', 'hilarious' or 'stupid'!

‘Losing a city’

If T N Ninan is to be believed, Thackerays are the root cause of all the ills that plague our beloved city… but if they were partners in power at centre as well as state for only 5 years, how can they responsible for ‘losing the city’? Ninan’s next logical argument will be ‘Statehood for Bombay’ like his other friends in the past… 1, 2, 3

If someone has to be really blamed... it is the Congress party! Even after 50 years of ‘creation of Maharashtra’, Congress runs away from the reality. Hence we have two Pradesh Congress Committees in the state… one for Mumbai and another one for rest of the state. And this arrangement exists only for our state… there is nothing like one committee for Bangalore and one for Rest of Karnataka! Our CM is usually from the ‘rest of Maharashtra’ and hence does not strive to do anything for the region governed by the ‘other committee’.

Lessons for Marathi Manoos

मराठी तरुणांनी धडा घ्यावा सुहास फडके

टाटा स्टील या जगातील प्रमुख कंपनीचे मॅनेजिंग डायरेक्टर या सर्वोच्चपदी हेमंत नेरूरकर यांची नियुक्ती होण्याने मराठी युवकांना आणि समाजाला , गुणांची कदर होते हे पुन्हा एकदा लक्षात येईल .

महाराष्ट्र आणखी सहा महिन्यांनी , पन्नाशी पूर्ण करेल . पण गेल्या काही दशकांत , मराठी तरुणांमध्ये सतत तुमच्यावर अन्याय होतो असे बिंबवले जाते आहे . याला उत्तर म्हणून त्यांनी दगड हाती घ्यावेत , हिंसाचार करावा तरच त्यांच्याकडे इतरांचे लक्ष जाईल असे सतत सांगितले जाते . मराठी जनरेशन नेक्स्टला काही वेळा असमान स्पर्धेला तोंड द्यावे लागते आहे हे खरे आहे . रेल्वेतील भरती हे याचे ज्वलंत उदाहरण आहे .

पण मराठी माणसाला नोकरीत सतत दुय्यम वागणून मिळते हा मात्र निव्वळ अपप्रचार आहे . खाजगी क्षेत्रात भरती करताना , उपयुक्तता हा एकमेव निकष असतो . संबंधित अधिकारी आणि कर्मचारी कंपनीच्या योजनेत बसतो की नाही हे बघितले जाते . कंपनीचा फायदा करून देणे हे त्याचे कर्तव्य असते . सरकारी नोकरीत , फायद्यातोट्याचे गणित निव्वळ रुपयांत मांडले जात नाही . तेथे सरकारचे , पर्यायाने लोकांचे काम किती वेगाने तडीस जाते याला महत्त्व असते . पण दोन्ही क्षेत्रांत , सचोटी आणि कर्तृत्व यांनाच अग्रक्रम दिला जातो . अर्थात सध्या महाराष्ट्राच्या सरकारी कारभारात हे दोन्ही गुण अवगुण ठरत असल्याचे चित्र आहे .

टाटा उद्योग समुहात मराठी अधिकाऱ्यांनी सवोर्च्च पद भूषवल्याचे नेरुरकर हे पहिले उदाहरण नाही . अजित केरकर, सुमंत मुळगावकर, द . रा . पेंडसे, किशोर चौकर अशी भलीमोठ्ठी यादी देता येईल . पण ज्या टाटांनी भारतात उद्योगाची मुहुर्तमेढ रोवताना पोलाद निमिर्तीपासून प्रारंभ केला त्या कंपनीच्या १०२ वर्षाच्या इतिहासात हा सन्मान मिळवणारे नेरुरकर पहिले आहेत . टाटा समुहाचे वैशिष्टय हेच की , देशाला विकासात आवश्यक ठरणाऱ्या पोलाद उद्योगात त्यांनी पाय रोवले . विमान सेवा . रसायने , वाहननिमिर्ती ते आताच्या आयटी उद्योगापर्यंत त्यांनी प्रत्येक वेळी देशाचा विचार केला . अशा समुहाच्या विकासात मराठी अधिकाऱ्यांनी मोलाची कामगिरी केली याचा अभिमान खचितच आपणास वाटायला हवा .

मराठी माणसाचा पिंड हा नोकरीचा . पण नोकरीतही अगदी वरच्या स्थानावर जाता येते , याची अनेक उदाहरणे आहेत . सिटी बँकेचे प्रमुख विक्रम पंडित , बोइंगचे दिनेश केसकर अशांनी हे दाखवून दिले आहे . व्यवसायात किर्लोस्कर , डहाणुकर , वालचंद , केळकर , चितळे बंधू , समर्थ उद्योग समुहाचे गावकर , दिपक घैसास अशी अनेक नावे घेता येतील . त्यांनीही चोख व्यावसायिक असा नावलौकिक मिळवला . पण खेदाची बाब अशी की महाराष्ट्राचे धोरण हे अशा व्यावसायिकांना उत्तेजन देण्यात कमी पडले . सतत कोणत्या ना कोणत्या सरकारी यंत्रणेची चौकशी , लाल फित सोडवायची असेल तर वजन ठेण्याची मागणी अशा बाबींनी बेजार झालेल्यांच्या कैफियत ऐकायलाही कोणाला वेळ नाही अशी स्थिती आहे .

या सगळ्यामुळेच की काय, मराठी युवक जातीचे राजकारण करत आपला फायदा साधणा-या नेत्यांच्या मागे मेंढरासारखे जातोय , त्यांच्या इशा-यावर हाणामारी , दगडफेक करत स्वत : च्या पायावर धोंडा मारून घेत आहे . दुर्दैवाने , आज असेच नेते गल्लीबोळात निर्माण होत आहेत . तरुणांची फौज पोसून नेते कोट्यधीश बनत आहेत . पैशांच्या राशीत लोळायचे असेल तर राजकारण हा एकमेव मार्ग आहे अशी गैरसमजून तरुण घेत आहेत .

आपल्याकडे पदवी आहे तरीही आपल्याला नोकरी मिळत नाही हा आपल्यावर अन्याय आहे अशा त्यांच्या समजूतीला खतपाणी घातले जाते आहे . पण सध्याच्या युगात केवळ पदवीला महत्त्व नाही तर , आधुनिक तंत्रज्ञानाचे ज्ञान आणि इंग्लीश भाषेवर प्रभुत्व या बाबी निर्णायक ठरतात हे त्यांना कोणी समजावून सांगत नाही . आता कंम्प्युटरची माहिती नसेल तर जॉब माकेर्टमध्ये किंमत कमी होते हे त्यांनी समजून घ्यायला हवे . बँकेतील क्लार्कच्या पदासाठीही कम्प्युटरवर काम कसे करायचे हे माहीत असायला हवे अशी स्थिती आहे . कॉल सेंटरसाख्या ठिकाणी काम करायचे असेल तर इंग्लीश भाषा यायलाच हवी . पण कोणताही राजकीय नेता आणि पक्ष आपल्या अनुयायांना हे सांगत नाही , त्या दृष्टिने त्यांची तयारी करून घेत नाही . त्यामुळे मराठी युवकांवर हलकी कामे करण्याची पाळी येते . अर्थात अशी कामे करण्यात कोणताही कमीपणा नाही , पण हेही त्यांना कोणी सांगत नाही . अशी कामे करता करता अनेकांनी शिक्षण घेऊन आयुष्यात मोठी भरारी मारली आहे . धीरूभाई अंंबानी हे सुरूवातीच्या काळात , पेट्रोल पंपावर काम करत होत , डोक्यावर कापडाचे गठ्ठे घेऊन दारोदारी फिरत होते .

नोकरीचाच ध्यास घेणारे मराठी तरुण सरकारी नोकरीत शिरण्याचा प्रयत्न करतात . पण तेथेही फार थोडे , आयएएस , आयपीएस अशा अधिकारपदांच्या नोकऱ्यांचा विचार करतात . लष्करात थेट अधिकारी होण्याचे स्वप्न तर फारच थोडे मराठी युवक बघतात . सरकारी नोकरीत जायचे तेही पैसे मिळवायला . अर्थात ते अयोग्य मार्गाने असे त्यांना वाटते . लोकांचे हित येथेही दुय्यम ठरते . मंत्री आणि राजकारणी यांच्या मागे मागे फिरून नोकरीत लाभाची खुर्ची कशी मिळेल आणि ती कशी टिकेल याकडे लक्ष .

असे चित्र असताना , नेरूरकर यांनी , चिकाटी , कर्तव्यदक्षता आणि प्रामाणिकपणा यांच्या जोरावर मिळवलेले यश मराठी तरुणांना प्रगतीची दारे खुली करेल अशी आशा बाळगायला हरकत नाही .

Do poor locals have to spend money on getting their pleas translated in English? This happens only in Maharashtra…

Quite a lot of celebrities have been flashing their Marathi origins in the recent past… now Cory Walia (the celebrated makeup artist) teaches us how to make Mutton Sagoti… something his ‘Saraswat Brahmin grandmother married to Maratha Royalty’ taught him!

Western Railways does not ‘speak Marathi’

In case you call up the Western Railways helpline in Mumbai and speak in Marathi, be ready to be rebuked… They will only help you if you speak in English or Hindi!

3M feels that this can only happen in Maharashtra… no other state will tolerate such nonsense!

‘71% of the workforce is Marathi’

CIDCO finds out that “71% of people working in Navi Mumbai are Marathis”… Shocking? Not actually… CIDCO’s definition of Marathi is any person having stayed in Maharashtra for 15 years! Hmmm… the question is how many of these people would like to be called ‘Marathi’?
